Jorge Ulisses Jacoby Fernandes is a lawyer, and has Master in Public Laws. He is a professor in Administrative Law, writer, consultant and lecturer. Besides the mentioned experience, Professor Jacoby,throughout his public career, was an Adviser of the Court of Accounts of the Federal District; member of Inter-Ministry Council of debureaucratization; Attorney and Attorney-General of the Prosecutor’s Office ofCourt of Accounts of Federal District; Labor Judge at Regional Labor Court of 10th Region, Attorney and Postal Administrator of the Brazilian Postal Office, and he is a registered consultant at World Bank.
